  Citizens may be asked to render personal military or civil service to defend the nation. This requirement must be conducted under specific conditions provided by law. It is a fulfillment of the citizen’s duty to the State when called upon. Article II, Section 4 1987 Philippine Constitution provides the legal basis for this compulsory service in times of need.   “SECTION 4. The prime duty of the Government is to serve and protect the people. The Government may call upon the people to defend the State and, in the fulfillment thereof, all citizens may be required, under conditions provided by law, to render personal military or civil service.”   30-Jan-26
