If a specific power is not explicitly granted to an autonomous region, who holds that power?

If a specific power is not explicitly granted to an autonomous region, who holds that power? Any power, function, or administrative responsibility that is not explicitly granted to the autonomous regions by the Constitution or by law is firmly retained by the central government. This establishes the vital principle of residual powers inherently residing in the national level rather than the regional level. Consequently, autonomous regions can only legally exercise powers that are clearly and textually delegated to them. This structural limitation on the implied powers of autonomous regions is established in Article X, Section 17, 1987 Philippine Constitution. “SECTION 17. All powers, functions, and responsibilities not granted by this Constitution or by law to the autonomous regions shall be vested in the National Government.” 06-Mar-26 About Nicolas and De Vega Law Offices
