The State holds a strong obligation to protect the nation’s marine wealth across its various bodies of water. This protection covers the marine wealth found within its archipelagic waters, territorial sea, and exclusive economic zone. The use and enjoyment of this marine wealth are exclusively reserved for the benefit of Filipino citizens. This exclusive reservation is a constitutional guarantee found in Article XII, Section 2, 1987 Philippine Constitution. “The State shall protect the nation’s marine wealth in its archipelagic waters, territorial sea, and exclusive economic zone, and reserve its use and enjoyment exclusively to Filipino citizens.” 22-Mar-26
