The local civil registrar has highly specific administrative duties concerning the accurate tracking of marriage applications. The registrar concerned shall diligently enter all applications for marriage licenses filed with him in a registry book. This entry must be done strictly in the precise order in which the same applications are received. He shall meticulously record the names of the applicants and dates, as stated in Article 25 Family Code of the Philippines. “Art. 25.
