Does the creation of special metropolitan political subdivisions eliminate the autonomy of its component cities? When Congress creates special metropolitan political subdivisions, the component cities and municipalities do not arbitrarily lose their individual powers. They expressly retain their basic autonomy and securely continue to have their own local executives and legislative assemblies. The newly created metropolitan authority is designed solely to handle basic services that require integrated and coordinated efforts among the units.
