The State maintains an absolute right to recover properties unlawfully acquired by public officials or employees. This right to recover ill-gotten wealth shall not be barred by legal technicalities such as prescription, laches, or estoppel. Consequently, the government can perpetually pursue these unlawful assets from the officials, their nominees, or transferees.
