Can the state enact ex post facto laws or bills of attainder?

The enactment of any ex post facto law is strictly prohibited by the Constitution. A bill of attainder, which punishes a person without a judicial trial, is also forbidden. These prohibitions ensure that laws are not applied retroactively to the detriment of citizens. As stated in Article III Section 22 1987 Philippine Constitution, these are vital safeguards for legal stability.   “SECTION 22.
