Can the President make appointments while Congress is in recess?
The President is granted the power to fill vacancies even when the legislature is not in session. These are known as ad interim appointments and occur during the recess of Congress. However, these appointments are only effective for a limited time. They last until they are disapproved by the Commission on Appointments or until the next adjournment of Congress.
