Can Congress conduct inquiries in aid of legislation?

  Can Congress conduct inquiries in aid of legislation?   Both Houses or any of their committees may conduct inquiries in aid of legislation. These must be done in accordance with their duly published rules of procedure. The rights of persons appearing in these inquiries must always be respected. This power is cited in Article VI, Section 21 1987 Philippine Constitution.   “SECTION 21. The Senate or the House of Representatives or any of its respective committees may conduct inquiries in aid of legislation in accordance with its duly published rules of procedure. The rights of persons appearing in or affected by such inquiries shall be respected.”   01-Feb-26
