Engaging freely in recruitment is heavily regulated by the State to prevent abuses. General private recruitment is severely restricted to fiercely protect vulnerable workers from exploitation. Except as specifically provided in Chapter II of this Title, absolutely no person or entity other than public employment offices shall engage in recruitment. This strict prohibition is unequivocally declared in Article 16 Labor Code of the Philippines. “ART. 16. Private Recruitment. – Except as provided in Chapter II of this Title, no person or entity other than the public employment offices, shall engage in the recruitment and placement of workers.” 30-May-26
