Are executive officials allowed to hold other offices during their tenure?

The Constitution places strict limits on the holding of multiple positions by top executive officers. The President, Vice-President, and Cabinet members generally cannot hold any other office or employment. This rule aims to prevent the accumulation of power and divided loyalties. There are only very few exceptions as provided specifically in the Constitution. Article VII Section 13 1987 Philippine Constitution   “SECTION 13. The President, Vice-President, the Members of the Cabinet, and their deputies or assistants shall not, unless otherwise provided in this Constitution, hold any other office or employment during their tenure.”   03-Feb-26
