Are conspiracy or proposal to commit treason punishable?

Yes. Article 115of the Revised Penal Code penalizes two preparatory acts related to treason:

  • Conspiracy to commit treason
  • Proposal to commit treason

These are considered crimes even if treason itself is not carried out.
