Generally, employers of those who are paid on a purely commission, boundary, or task basis are not covered by Presidential Decree No. 851. This exemption also applies to those paid a fixed amount for performing specific work irrespective of time consumed. The law considers the unique nature of their compensation structure which fluctuates based on output.
