New “Leftist” Law Passed

We apologize if the sub-title misleads. No, this law is not about social ideology, communism or the like.

Approved by the President on August 22, 2019, Republic Act No. 11394 (RA 11394) makes it obligatory for all schools, both public and private, that makes use of armchairs in the classroom, to provide neutral desks to all students. RA 11394 even defined a neutral desk to mean “a table or an armchair that is suitable for both right-handed and left-handed students.” The law further required that at least ten percent (10%) of the student population be provided with neutral desks.

Deadline for Schools to Comply

The deadline given to schools and educational institutions is within one (1) year from the effectivity of the law.

Thus, schools should be wary about this requirement. The government agencies charged with regulating educational institutions, such as the Commission on Higher Education, and the Department of Education, were required by the law to impose administrative penalties for schools who fail to comply with the act.

Towards a Future of Inclusive Education in the Philippines

Those that are left-handed, or would otherwise require a neutral desk no longer have to endure their condition. They can always enforce their rights under RA 11394.Hence, under this new law, there is one thing that we know for sure – all those left-handed will no longer be left out.
