Vern’s unparalleled competence is strongly supported by her almost two decades of work experience in key positions. She previously served as a Special Investigator at the National Water Resources Board (an attached agency of the DENR) where she resolved water use conflicts and petitions relative to applications for water permits and gave legal counsel to clients on the interpretation and application of the Water Code of the Philippines and the Public Service Act. Further, she also held the position of Regional Legal Officer, OIC at the Department of Interior and Local Government where she took appropriate actions on Ombudsman and other cases brought to the said office and rendered legal opinions for local governments and constituents of the Region. She was also the Acting Administrative Chief of the Nueva Ecija Electric Cooperative 1, Incorporated and developed programs for personnel welfare and effective implementation of cooperative policies. In addition, she worked as a Legal Officer of an expansive local savings (formerly rural) bank.
Vern has a Bachelor of Arts Degree in Political Science from the University of the Philippines in Diliman. Moreover, she is armed with a Bachelor of Laws Degree from Araullo University.
